WIOA Job Developer (Davie)
General Purpose of the Position:
Develop employment opportunities for jobseekers in assigned groups through the direct interaction with local employers, referral sources and program participants. Position has a specific geographic focus and works closely with Center employment specialists and business relations specialists to help identify employment opportunities for assigned participant groups.
Essential Responsibilities and Duties:
Conduct outreach to local employers through telephone, face-to-face meetings, presentations and other forms of communication.
Generate employment match leads by performing searches for qualified candidates according to relevant job criteria, using a variety of resources including but not limited to: computer databases, networking, Internet recruiting resources, cold calls, media, recruiting firms, and employee referrals.
Provide services to program participants and participate in presentations to various groups.
Work with jobseekers exiting training programs to match them with appropriate jobs.
Develop On-the-Job Training (OJT) or other work experience opportunities for customers having difficulty obtaining or retaining employment.
Assist assigned Center and region with planning and implementing mass recruitments, job fairs, networking events and other meetings intended to match jobseekers with local employers.
Develop regular opportunities to speak with Chambers of Commerce and other groups to educate their members about Career Source Broward (CSBD) to promote CSBD and the resources available to employers through the network’s communication channels, which include publications, events, website, meetings, committees, and programs.
Identify employers interested in working with CSBD to provide on-the-job, customized training programs or employed worker-training opportunities. Work directly with the Business Services Manager to facilitate establishment of appropriate programs.
Provide feedback to the Employment Relations Coordinator regarding issues raised by jobseekers, businesses or other community members regarding services offered or provided by CSBD.
Prepare and analyze a variety of weekly, monthly, quarterly, and annual reports.
Respond to inquiries from a wide variety of individuals, groups, organizations, and governmental entities.
Keep abreast of all federal and state policies and regulations regarding relevant workforce development legislation and programs.
Communicate with coworkers, management, staff, clients, and the general public in a courteous and professional manner.
Conform with and abide by all regulations, policies, work procedures, and instructions.
Respond promptly when returning telephone calls and replying to correspondence, emails, and faxes.
Incumbent may be assigned other responsibilities on a temporary or ongoing basis as necessary for the delivery of quality service within the Department or CSBD as an organization.
Supervisory Controls and Guidelines:
The incumbent reports directly to the Employment Relations Coordinator in CSBD Center. The incumbent’s primary duty of performing office or non-manual work is directly related to management or general business operations of the Center’s customers/providers. Incumbent must exercise discretion and independent judgment with respect to matters of significance. Work is performed independently within broad general guidelines such as federal, state, and local workforce development guidelines and regulations as well as CSBD policies and procedures. Guidelines used include state, federal regulations, CSBD personnel rules, policies, and procedures, labor laws, technical assistance guides, and research. Current legislation includes or is related to: the Workforce Innovation and Opportunity Act (WIOA), Welfare Transition Program (WTP), NAFTA, TAA, Wagner Peyser, other workforce development programs, as well as federal, state, and local business and tax incentives.

Education, Experience and Knowledge Required:
An Associate’s degree in business administration, social science or a related field plus a minimum of three years relevant work experience in public or private sector is required. A relevant combination of experience and specialized training may be substituted for the degree.
The ability to analyze data, draw valid conclusions, problem solve and understand complex situations is required. The ability to deal effectively with public/private employers, providers, and staff is required. The ability to effectively apply customer service techniques, outstanding public speaking techniques, and knowledge of creative written communication is required. A demonstrated ability to successfully increase effective relationships with business groups and familiarity with the principles and methods for showing and selling products or services that includes marketing strategy and tactics, product demonstration, and techniques are necessary.
Incumbent must be experienced in and demonstrate strong oral and written communication skills. Incumbent must have prior experience achieving excellence, demonstrating continuous improvement and have quantitative data to support achievement. Must possess good presentation and public speaking skills. Strong ability and demonstrated experience in balancing multiple priorities, meeting deadlines, working independently and achieving assigned tasks are required. Must be proficient in Microsoft Office
Applications possess the ability to utilize state workforce development databases and possess the ability to utilize the Internet to conduct research and obtain data.
