Job Description

General Purpose of the Position:

The Business Services Manager will serve as an intermediary between the CareerSource Broward (CSBD) centers and the business community of the technology and construction industries, to help identify training and placement opportunities for employers and job seekers in the industries. The incumbent will also provide and/or broker labor market services to employers that include, but go beyond, job matching.  

 

Essential Responsibilities and Duties:

Obtain sufficient information regarding the worker skills in various technology and construction jobs necessary to develop industry based training models leading to new private sector training opportunities.

 

Identify industry trends and emerging occupations for which training may be needed for new hires seeking employment or for employed/incumbent workers seeking to upgrade their skills or retain their jobs.

 

Identify industry employers interested in working with CSBD to provide an on- the-job, work experience, customized training program or incumbent worker-training opportunities.

 

Facilitate the establishment of relationships with technology and construction industry employers and ensure related contact information is routed to the CSBD Vice President of Communications and Business Relations (CBR) for additional reporting and follow-up.

 

Provide outreach to identify and conduct seminars for technology and construction companies interested in learning about the services and benefits of working with CSBD.

 

Facilitate follow-up meetings with targeted companies to provide a full overview of the services available and to determine whether commitments can be obtained from the company to utilize any or all of the services available to them.

 

Work with and represent CSBD on the workforce development committee of the assigned technology and construction consortium or association group. Will disseminate information from the consortium or association groups to the CSBD Vice President of CBR.

 

Identify and assist with the process of securing grant funding for CSBD’s technology and construction industry initiatives.

 

Facilitate the process for submission of all jobs offered by the consortium membership to CSBD to be listed in the CSBD job bank, establishing the agency as the consortium or group’s primary job referral resource for its membership.

 

Assist with providing instruction to consortium or group members on the use of the job bank when they are seeking to list jobs and recruit new workers.  

 

Ensure the development and maintenance of a link from the assigned technology and construction consortium or group’s websites to the CSBD website.  Post information on the services CSBD can provide to its members on the consortium or group’s websites for all members and non-members to access.

 

Review and maintain CSBD’s webpage specific to the employers in the technology and construction industries with regular updates.

 

Develop creative approaches to educate group members about CSBD and the resources available to employers through the network’s communication channels.

 

Develop and ensure that articles mentioning CSBD are provided to CSBD’s Sr. Communications Manager prior to publication and include success stories of the companies working with the agency.

 

Prepare and deliver presentations to Chambers of Commerce, trade associations and other employer groups, as well as preparing and attending trade shows and other community events.

Conduct research on marketing/job development activities within the technology and construction industries.

Establish and manage effective relationships and outreach efforts with different trade and industry organizations/associations.

Assist the employer and/or workers in completing a Trade Act petition, where applicable.

 

Interview employers who are laying off staff to offer appropriate services.

 

Monitor progress in developing lasting relationships between CSBD and assigned consortium or group’s members in the technology and construction industries to assure customer satisfaction.

 

Provide feedback to the CSBD Vice President of Communications and Business Relations regarding issues raised by any of the members regarding services offered or provided by CSBD.

 

Prepare and analyze a variety of monthly, quarterly, and annual reports to the State and CSBD.

 

Respond to inquiries from a wide variety of individuals, groups, organizations, and governmental entities.

 

Keep abreast of all federal and state policies and regulations regarding relevant workforce development legislation and programs.

 

Participate in agency’s quality improvement initiatives by continually focusing on strategic planning and improving customer service.

Communicate with coworkers, management, staff, clients, and the general public in a courteous and professional manner.

Conform with and abide by all regulations, policies, work procedures, and instructions.

 

Respond promptly when returning telephone calls and replying to correspondence, emails, and faxes.

 

Perform other duties as assigned.

 

Supervisory Controls and Guidelines:

 

The incumbent reports directly to the Vice President of Communications & Business Relations.  The incumbent’s primary duty of performing office or non-manual work is directly related to management or general business operations of CSBD or CSBD’s customers/providers.  Incumbent must exercise discretion and independent judgment with respect to matters of significance.  Work is performed independently within broad general guidelines such as federal, state, and local workforce development guidelines and regulations as well as CSBD policies and procedures.

 

Guidelines used include state, federal regulations, CSBD personnel rules, policies, and procedures, labor laws, technical assistance guides, and research.  Current legislation includes or is related to: the Workforce Innovation and Opportunity Act, Welfare Transition Program, NAFTA, TAA, Wagner Peyser, other workforce development programs, as well as federal, state, and local business and tax incentives.

Education, Experience and Knowledge Required:

A Bachelor's degree in public administration, business administration, marketing or an information technology-related field plus three (3) year’s experience in developing and nurturing business relationships in the technology and/or construction industry is required.   A relevant combination of experience and specialized training may be substituted for the bachelor’s degree.

 

The ability to analyze data, draw valid conclusions, problem solve and understand complex situation is required.  The ability to deal effectively with board members, public/private employers, providers, and staff is required.  The ability to effectively apply customer service techniques, outstanding public speaking techniques, and knowledge of creative written communication is required.  A demonstrated ability to effectively multi-task is also necessary. 

 

Familiarity with the principles and methods for showing and selling products or services that includes marketing strategy and tactics, product demonstration, and techniques is necessary.  

 

Incumbent must be experienced in and demonstrate strong oral and written communication skills since the position requires significant report writing and public speaking responsibilities. Must be proficient in all Microsoft Office applications and possess extensive Word and Excel skills, possess the ability to utilize

state workforce development databases and possess the ability to utilize the Internet to conduct research and obtain data. Individual must possess a valid Florida driver’s license and have own vehicle.
